Making good on its promise to contest an unfavorable Court of Federal Claims decision over its effort to have the CIA reconsider a lucrative contract award for intelligence community cloud computing to Amazon Web Services, IBM filed two requests for an injunction on Oct. 10.

Judge Thomas Wheeler issued an Oct. 8 order (.pdf) granting an AWS motion for judgment that vacated a Government Accountability Office June bid protest decision that found the CIA didn’t correctly compare IBM’s and AWS’s proposals. The GAO recommended the CIA reopen bid proposal evaluations, which the agency did. Wheeler’s order would make that process moot…

Nearly half (46%) of state and local government IT professionals in a new study said their jurisdiction has migrated — or is planning to migrate — applications to the cloud. However, state and local governments report that procuring cloud computing services remains a struggle, in part due to outmoded procurement processes.

Those are some of the conclusions reached by researchers at the Center for Digital Government in a new study released Tuesday. The survey found that more than a third of states (39%) that have migrated to the cloud, or are planning to, use shared-services agreements. Among those, 55% use statewide shared-services agreements. Fewer than 15% said they use procurement contracts for cloud services…

I sat next to a senior sales executive from a large cellular reseller on a plane recently, who was bitterly complaining about how mobile devices were complicating his life. He was carrying two cell phones, an iPad and a laptop—all with different applications and services—and he was struggling to access and email a document from the device he created it on to another. His struggle is a common one; studies show that more than 52 percent of information workers use three or more devices for work.

In another example from a recent client engagement, I was interviewing a remote office manager who was required by her office to carry two separate laptops—one for use in her client’s network environment (which she used for meetings, presentations, and project scheduling), and another for her company’s native environment (which she used for resource management, corporate email, and secure document access)…

This is the second part in a series of articles about creating my own IaaS performance benchmarking project. In the first part, I explained the methodology I’m using to I’m test instance types across major IaaS providers. In this part, I post the results from my tests of Amazon Web Services instance types.

I launched more than 175 AWS VMs across current instance types, in all three U.S. regions (East, West, and Oregon), and in three availability zones (AZs) per region. (West and Oregon only have three AZs, and East — for me — only has three AZs that allowed me to launch all of the instance types in it). I ran instance-store-backed instances for every instance type I could; I ran EBS-backed for the t1.micro, and HVM- EBS-backed for the m3s and high-computing instance types…
