IBM has announced that it will be teaming up with silicon chip design platform provider SiCAD to offer a cloud-based solution – High Performance Services for Electronic Design Automation (EDA) – to help improve silicon design for smartphones, wearables and IoT devices.

The new set of tools will be available on demand across IBM’s SoftLayer infrastructure on a pay-as-you-go basis, allowing clients the flexibility to scale up or down depending on demand. At a recent Federal IT Acquisition Summit, a panel of government representatives discussed cloud adoption by the federal government. Comments made during the panel – particularly by Stan Kaczmarczyk, Director of the Cloud Computing Services Program Management Office within the General Services Administration’s Office of Integrated Technology Services (ITS) – offer insight into what the future of federal cloud computing might look like.

A new security company has just entered the market with a new plan to defeat malware attacks over the Web and e-mail. Menlo Security, which just closed on a $25 million Series B funding round, unveiled its Isolation Platform aimed at protecting end users by executing all Web content in the cloud rather than on users’ devices.

Headquartered in Menlo Park, Calif., the company, which emerged from stealth on Monday, consists of several researchers from the University of California, Berkeley, along with experts in security, cloud, and virtualization technology. The new round of financing brings the total company funding to $35.5 million — Menlo also announced $10.5 million in Series A funding in November…
